This role is the authoritative internal resource on federal contracting rules and enforcement exposure.<br><br></strong><strong>Duties of the Federal Contracts & Compliance Manager will include the following<br><br></strong><strong>Federal Contracts & GSA Schedule Management<br><br></strong><ul><li>Serve as owner of the organization’s GSA Multiple Award Schedule (MAS) contract(s).</li><li>Manage and oversee </li><ul><li>Contract modifications (pricing, SINs, terms)</li><li>Option renewals and mass modifications</li><li>Schedule scope determinations and ordering guidance</li></ul><li>Ensure compliance with GSA sales reporting, IFF, disclosures, and administrative requirements.</li><li>Support Contractor Assessment Visits (IOAs), audits, and contracting officer inquiries.<br><br></li></ul><strong>Compliance & Regulatory Advisory (FAR / GSAM / Agency Supplements)<br><br></strong><ul><li>Interpret and apply </li><ul><li>FAR</li><li>GSAM</li><li>Applicable agency acquisition supplements</li></ul><li>Advise leadership and program teams on </li><ul><li>Contract rights and obligations</li><li>Regulatory risk</li><li>Compliance posture</li></ul><li>Develop and maintain internal compliance guidance, policies, and templates.<br><br></li></ul><strong>Legal, Audit & Protest Support<br><br></strong><ul><li>Provide internal legal and procedural support for </li><ul><li>Agency-level protests</li><li>GAO bid protests</li><li>Corrective action engagements</li></ul><li>Assist with drafting, coordinating, and reviewing </li><ul><li>Protest filings and supplemental submissions</li><li>Agency responses and correspondence</li><li>Status reports and declarations</li></ul><li>Support contract claims, disputes, and interpretation matters under the Contract Disputes Act (CDA), including REAs.</li><li>Serve as the internal point of contact and coordinator for outside counsel.<br><br></li></ul><strong>Ethics, Integrity & Risk<br><br></strong><ul><li>Advise on </li><ul><li>Organizational Conflicts of Interest (OCI)</li><li>Procurement integrity issues</li><li>Certifications and representations</li></ul><li>Support internal inquiries, disclosures, and corrective actions related to compliance issues.<br><br></li></ul><strong>Pre-Award & Proposal Support<br><br></strong><ul><li>Review solicitations for contractual and regulatory compliance.</li><li>Ensure proposed approaches align with </li><ul><li>GSA Schedule scope</li><li>FAR/GSAM requirements</li></ul><li>Support debrief analysis and protest risk assessments.<br><br></li></ul><strong>Scope Clarification</strong> (Recommended)<br><br>Provides legal and regulatory support and coordination related to federal contracting activities but does not render formal legal opinions or act as outside legal counsel.<br><br><strong>The Ideal Federal Contracts & Compliance Manager will have the following<br><br></strong><ul><li>Bachelor’s degree in Business, Contracts, Law, Public Policy, or a related field</li><li>6+ years of experience supporting federal contracts, compliance, or government procurement<br><br><br></li></ul><strong>Demonstrated experience with<br><br></strong><ul><li>GSA Multiple Award Schedule (MAS) administration</li><li>Contract modifications, renewals, and CO engagement<br><br><br></li></ul><strong>Working knowledge of<br><br></strong><ul><li>FAR and GSAM</li><li>Federal acquisition processes and task‑order contracting<br><br><br></li></ul><strong>Experience supporting one or more of the following<br><br></strong><ul><li>Agency‑level or GAO bid protests</li><li>Contract audits (e.g., GSA IOA, OIG)</li><li>Claims, REAs, or CDA‑related matters</li><li>Strong written and analytical skills, including the ability to draft and review compliance and protest‑related documentation</li><li>Ability to coordinate with internal stakeholders and outside legal counsel<br><br><br></li></ul><strong>About Lynker<br><br></strong>Lynker is a growing, employee owned business, specializing in professional, scientific and technical services.
