[Remote] Program Manager

SMX Services & Consulting, Inc. is seeking a Program Manager to lead overall performance and coordination for NIH data access and data linkage services. The role involves managing staffing, schedules, quality control, and executive-level reporting while ensuring compliance with federal data security and privacy obligations. Responsibilities Lead overall program execution and coordinate across BPA and call order workstreams Serve as senior interface with NIH/NIA stakeholders, COR, CO, technical leads, data users, and partner organizations Manage staffing plans, onboarding coordination, key personnel continuity, and team performance Maintain program schedules, risk registers, issue logs, action trackers, and corrective action plans Oversee deliverable quality, timeliness, and compliance with contract requirements Support program management reviews, status reports, meeting materials, dashboards, and performance summaries Coordinate technical, analytical, security, privacy, and user support teams Ensure work is performed with awareness of federal data security, privacy, FISMA, FedRAMP, ATO, CUI, HSPD-12/PIV, CMS data, and data use agreement obligations Communicate program status, risks, issues, and decisions clearly to customer and internal leadership Skills U.S. citizenship required Experience managing federal IT, data, health research, cloud, analytics, or technical support programs Knowledge of federal and NIH security policies, procedures, standards, and methodologies Knowledge of federal data security and data management procedures Experience managing projects of similar size and scope Experience with risk management, quality assurance, customer reporting, and staff coordination Strong written and verbal communication skills Ability to pass required NIH/HHS suitability or public trust processing NIH, HHS, CMS, public health, or research data environment experience Experience with CMS data, data linkage, data use agreements, data access review, data governance, or privacy-sensitive datasets Experience supporting multi-cloud or cloud data platform environments PMP, CISSP, CISM, SANS GSNA, or comparable certification Experience with ATO, FISMA, FedRAMP, CUI, Section 508, HSPD-12/PIV, or federal security documentation Degree or advanced degree in health services, social sciences, economics, behavioral research, bioinformatics, information systems, or related field Company Overview Driving the Future with Technology, Talent, and Strategic Solutions At SMX Services & Consulting, Inc., we transform the way businesses manage their technology and talent by providing comprehensive solutions in IT & Engineering Staffing, SAP, Cybersecurity, Managed Services, and Digital Health.
