Sr Project Controls Specialist (Scheduler)

About the position

We are seeking an experienced Primavera Scheduler. A Senior Project Controls Specialist (SrPCS) is a position responsible for initiating and completing routine aspects of project control assignments, using prescribed methods and tools. Additionally, the Senior PCS-Scheduler is expected to perform the more complex aspects of scheduling, cost control, and change documentation, while reporting up to program or portfolio level. The SrPCS Scheduler is an essential position in the project controls core team. This position supports Project Managers on varying size projects and is expected to train and teach other members of Project Controls organization with minimal oversight. The position is considered a technical, SME, support position and requires college level reasoning via formal education or work experience. It requires working knowledge to proficient use, understanding and application of project controls principles and associated project controls software tools. SrPCS will lead or direct set-up and review of WBS, schedule, resource and cost loading of schedules. It requires proficient use, understanding and application of project controls principles, and associated project controls software tools including Primavera, Excel, Power Bi, JIRA and risk management. Must have experience leading schedule review meetings and working with project teams to obtain information to build / update project schedules.

Responsibilities

  • Develop/Generate appropriate level of quality schedules for assigned projects, ensuring appropriate logic.
  • Provide Critical Path, float and Earned Value analysis.
  • Maintain Project Schedules.
  • Collaborates in the development of resource loaded schedules that enable accurate project status to be communicated using approved KPIs.
  • Performs trending analysis, evaluations of schedule health, contingency management and risk management.
  • Supports change control and funding approval.
  • Develop/Generate Periodic Project Controls Communications.
  • Assisting in the development and generation of project controls routine analytics for communication(s) prescribed by the business unit.
  • Leads the data collection, verification, validation and analysis of data to support project controls communications.
  • Responsible for distributing and archiving project controls reports as appropriate.
  • Provide presentation quality reports and communications as needed to project and management teams and be available to present if needed with the project team/management team.
  • Lead and Perform Change Control.
  • Track and manage changes to the project scope, schedule and cost.
  • Identify, assess, gain approval, and distribute change requests, change notices or change orders in a manner compliant with internal governance standards and terms and conditions of relevant contracts (as appropriate).
  • Support team in audit reviews and communications.
  • Coordinate Project Controls Benchmarking and Self-Assessment Initiatives.
  • Assists in the coordination for scheduling benchmarking for project controls functions, and self-assessment initiatives relevant to types of projects typically managed by the project controls group.
  • Coordinate improvement opportunities, adoption of best practices to address gaps in performance.
  • Expertise in Project Controls Methodologies.
  • Leads development and maintenance of a) common Work Breakdown Structures (WBS), b) project schedules, c) cost loading, d) systems to track and trend earned value using the scheduling tools, e) project change control management, and f) communications associated with project controls.
  • Supports systems to track and communicate project status, perform project controls related analyses at a level appropriate for projects/programs for the assigned business.
  • Work with Cost Analysts to establish effective cost controls management.
  • Assure that project estimate includes all necessary materials, resource / labor rates, manufactured materials / equipment as well as current industry data relative to project scope.
  • Manage the estimate according to PMCoE Estimating Standard and review cycle.
  • Effective Team Participation.
  • The PCS is responsible for maintaining effective relationships with customers, supports the resolution of quality issues and completes assignments (proposals, project tasks, reports, etc.) as negotiated.
  • Displays proficiency in conflict resolution and reaching win-win outcomes among team members.
  • At the Sr PCS level, this position will have expectations of process analysis and initiative leadership.

Requirements

  • Bachelors degree or Bachelors degree in Business Administration or Bachelors degree in Engineering or Bachelors degree in Finance or Bachelors degree in Project management
  • 5 years related work experience
  • In lieu of Bachelors degree(s) AND 5 year(s) related work experience listed above, High School/GED AND 9 year(s) related work experience
  • Proficiency/Expertise with project management / project controls concepts / computer applications / analytics
  • Strong collaborative team member

  • Expert User of Oracle’s Primavera scheduling tool including ability to create, maintain, archive and provide Schedule KPIs and detailed schedule analysis
